Shuffle Pages - Free Online Browser Tool
Randomise page order for quiz booklets, revision cards and answer-key cuts. Reproducible with a seed.
A test paper with the questions in the same order every time is not a test, it is a document people can share. The obvious fix is a shuffle, and the obvious shuffle - reordering pages at random - has a specific failure that only shows up once you rely on it. Sort by a random comparison and you get a biased result: some page orderings come up far more often than others, which quietly advantages the students who took that exam last term. This tool uses a proper shuffle instead, where every one of the n! orderings is exactly as likely as any other. The second thing worth having is repeatability. Leave the seed blank and you get a fresh arrangement; note the seed that comes back and you can reproduce that exact arrangement later, which is what you want when a coordinator asks for version B of the same paper. Every page is used exactly once. Nothing is dropped and nothing is duplicated, so a 40-page booklet stays 40 pages. What it cannot do is tell a question from an answer sheet. If the last ten pages are the key and you want those shuffled separately from the questions, Split Every N Pages will not do it either - take the key out with Extract Pages first, shuffle each part, and put the key back. All of it happens in this tab. The file is never uploaded, which for a paper you have not released yet is usually the entire point.

How to Use the Shuffle Pages Tool
Four steps, and the whole thing runs locally on your own device.
-
Add your PDF
A single file. Any length - the shuffle is one pass over the page list, so a 400-page question bank takes the same moment as a 4-page one.
-
Set a seed, or leave it blank
Blank gives you a new arrangement each time. A number gives you that one arrangement every time, which is how you reprint the same paper without it moving.
-
Decide whether to keep the original
Leaving the original in the bundle means you can compare the two without hunting for the file you started from, which matters when the PDF you were sent is already in the wrong order.
-
Save
One shuffled PDF, plus the untouched original and a text report listing the old and new order, side by side.
Frequently Asked Questions
Will any page be lost or appear twice?
No. The result is a genuine permutation of the input: every page appears exactly once, and the page count is unchanged. This is checked directly rather than assumed - the shuffle is tested to confirm that every original index still appears exactly once, and that no page is quietly favoured over the others.
What is the seed for?
It is the number the shuffle is built from, so the same seed always produces the same arrangement. Without one you cannot get a specific ordering back - you can only ask for a new one. It matters when you need version B of a paper to differ from version A but still want to be able to reproduce B later.
Why not just sort the pages randomly each time?
Because that is not the same thing. A comparison-based sort with a random element does not produce each ordering equally often - some orderings come up noticeably more than others. Over a term of exams that is a real, if small, unfairness. A proper Fisher-Yates shuffle produces a flat distribution, and the test suite checks that by measuring where each page lands over hundreds of runs.
Does it understand which pages are questions and which are answers?
No, and it does not pretend to. It shuffles whatever pages the file has, in the order it has them. If you need the questions shuffled but the key kept separate, split the document into its two parts first and run this over each one.
How long does it take on a long document?
The shuffle is one pass over a list of page numbers, so the time is set by how long the file takes to open rather than by its length. A 400-page question bank shuffles in about as long as a 4-page one, because nothing is re-rendered - the pages are copied across, not redrawn.
