Merge PDFs with Table of Contents - Free Online Browser Tool
Combines multiple PDF files and automatically generates a styled Table of Contents cover sheet.
Chaining six PDFs together produces one long, hard-to-navigate file. This tool merges them and then generates a styled table of contents as a real cover sheet, with one entry per source document and the page offset at which each begins.
This merge pdfs with table of contents utility runs completely inside your web browser. Your document is opened locally and processed on your own device using JavaScript and WebAssembly, so your file is never uploaded to any server. There is no signup, no watermark and no limit on how many documents you can handle.
- 100% client-side - files never leave your device
- Instant processing, no upload wait
- Works on desktop, tablet and mobile
- Free forever, no account required

How to Use the Merge PDFs with Table of Contents Tool
Four steps, and the whole thing runs locally on your own device.
-
Add the documents to combine
Drop in your PDFs in the order you want them merged. Each chip contributes a titled section to the contents page.
-
Name each section
Edit the section labels so the contents list reads as titles rather than filenames — "Service Agreement" instead of scan_final_v2.pdf.
-
Build the contents page
The tool totals the page counts, works out where each document begins, and lays out a cover sheet listing every section with its starting page.
-
Merge and download
Press Merge with Contents. You get one PDF that opens with the table of contents followed by the merged documents.
Frequently Asked Questions
How are the page numbers in the contents list calculated?
Each document’s start page is the sum of the page counts of everything before it, plus the contents page itself, so the numbers match the merged output exactly.
Can I remove the contents page afterwards?
Yes — use Delete Pages on the merged file to drop the cover sheet, or Extract Pages to keep only the contents.
Are the contents entries clickable links?
They are styled entries with accurate page numbers rather than interactive internal links, so use the page numbers to navigate.
What if one of my files is empty?
Files with no readable pages are reported by name in the summary rather than producing an empty section in the contents.
Does merging with a contents page change page quality?
No. Only the generated cover sheet is new — your source pages are copied across at their original resolution.
